The emperor of Russia, the grand duke Constantine, and the Imperial guards, have left St. Petersburgh to join the Russian army.
Several corps of troops, to the number of 36,000, were to sail from England, for the continent.
The emperor Napoleon addressed a message, dated at Osterode the 24th of March, to his Senate, in consequence of which a senatus consultum was passed by that body, for calling out the conscripts for the year 1808. They are now to be trained for service, and to maintain the tranquillity of the French provinces, and protect the coasts and frontiers of the empire. The troops employed in these branches of the service, are to reinforce the grand army. The emperor, in this message, declares himself ready to conclude a peace with England and Russia, on the terms which he had offered them before the commencement of hostilities against Russia, and to replace the king of Prussia in his capital.
