One of the most urgent of the changes demanded by the land reformers is that in selling undeveloped lands the government shall reserve to itself all grounds in which mines or minerals exist. The government shall lease these mines to the highest bidder and put the proceeds into the public treasury. An entering wedge in this direction has been placed by the bill which Mr. Saunders has introduced into the senate. It specifies that in any patent granted to the Northern Pacific Railroad company all mineral lands except those containing coal and iron shall be reserved to the United States.
