Congress at Panama.—This body held its first formal meeting at Panama June 22. A President was designated by lot. The person so designated was Don Manuel Lorenzo de Vidaurre, a Plenipotentiary from Peru. The Ministers present were, for Colombia, Pedro Gual, Minister of State and Foreign affairs; Pedro Briceño Mendez, Brigadier General.— For Mexico, Jose de Micheleña, Brigadier General; Jose Dominguez, Judge in the Courts of Guanajuato. For Central America, Pedro Molina, Plenipotentiary of the Catholic Church of Guatemala. For Peru. Manuel Lorenzo de Vidaurre, President of the Supreme Court of Peru; Manuel Perez de Tudela, Judge of the Supreme Court of Peru.
