WASHINGTON (UPI) - Sen. Jacob K. Javits said Sunday he plans to introduce in the August session of Congress a bill embodying "every major civil rights pledge in the Republican platform."
He said he will invite a Democratic senator to co-sponsor the legislation "to demonstrate the spirit of bi-partisan cooperation."
The New York Republican's announcement, issued in a statement, bore out a prediction today by Sen. Styles Bridges (R-N.H.) that such a measure would be forthcoming in the post convention session.
Bridges, chairman of the Senate Republican Policy Committee, also said he "wouldn't be surprised" if the rights move encounters a Southern filibuster.

specifically with further safeguards of voting rights: authorization for the attorney general to bring civil suits on behalf of those charging denial of any rights; establishment of a federal commission on job opportunities, and modification of Senate rules which permit the filibuster.
The New Yorker, a leading supporter of civil rights legislation, said the GOP rights plank was an "honest, realistic" one which included legislative proposals that already have received bi-partisan support in both houses.
Democratic Rep. Walter Rogers, Tex., charged meanwhile that the strong civil rights planks in both party platforms represented a pitch for "bloc voting by so-called minority groups."
On the other hand, Sen. Harrison A. Williams, Jr., D-N.J., said both Democratic and Republican platform commitments promised "great changes," many of which he predicted would be turned into "legislation which will serve all Americans."
