16 Germinal, Sunday, April 5.
Robert complained that his name was added to the printed list of the party members who called for taking the vote-by name on the decree for the banishment of Billaud, Collot and Barrere.—
Robert having taken no part in the late convulsion, the error was ordered to be corrected, and the recall of Robert to his functions to be inserted in the bulletin.
Perrin de Voges, in the name of the Committee of General Safety: "The disturbances which took place in Paris on the 12th and 13th Germinal, have spread themselves through many of the departments. At Rouen some Royalists have disturbed the public tranquility. The Committee of inspection in this town informs us, is a letter of the 15th, that the Patriots united themselves in great force, and dispersed the deluded populace, who surrounded the town-house, in which the Representative of the People then was, and who spread the cry of "Vive le Roi!" to this cry, that of Vive la Republique! Vive la Convention!" was soon made to succeed; and the Commune of Rouen will not be lost to liberty, as the disaffected and malignant wish to publish."
Ordered to be inserted in the bulletin.
Tallien, after some observations relative to the suspected members, gave the following list of those who ought to be arrested: Thuriot, Cambon, Levasseur de la Sarthe, Hentz, Maignet, Crassons. He also proposed the banishment of Lebon.
Bourdon opposed the motion for the exile of Lebon; it was also desired that the other arrestations should be put to the vote one after the other.
That of Moye Bayle was first put to the vote.
Gaston immediately desired to speak, a warm debate ensued, when a member invoked the liberty of opinion, and Gaston contended that there was nothing alleged against Moye Bayle.
Barras rose to state some facts: "the projects of the conspirators," said he, "were all organized; already had they prepared a new municipality for the Commune of Paris: a second Henriot had been chosen, and they were about to organize a new Tribunal under the name of the High National Court, to which 60 of the Representatives were to have been delivered up.—We are already in possession of the names of twenty two of them."
The decrees of Arrest being then put to the vote one after the other, were carried against Moye Bayle, Thuriot, Cambon, Hentz, Maignet, Levasseur de la Sarthe, Crassons, and Lecointre of Versailles.
The Convention passed to the Order of the Day on the arrest of Legendre-Senault, and Taillefer.
Merlin of Douai proposed that the Committee of General Safety should be authorized to make choice of the places in which the arrested Members should be separately confined.—Decreed.
