A COMPLAINT FROM NORTH CAROLINA.-- The North Carolina Standard, of Raleigh, complains bitterly of the conduct of affairs at Richmond, and does not omit to make some formidable threats of secession from Secessia:

"Almost every honor of office which is bestowed at Richmond is the result of favoritism or partyism. The government is thus perverted from its original design and made the fountain of honor and patronage to a favored class, instead of being used to sustain the cause by honest merit, without regard to nepotism or party claims.

"If that class should become merely the cause of Davis and Seddon, and if partyism should take the place of patriotism in the Administration of the government, the cry in this State will be, 'To your tents, O Israel!' North Carolina will never hew wood or draw water for those who slight and underrate her. She may be the scape-goat of the other States of the confederacy, or she will leave it and endeavor to take care of herself."
