EDITOR'S NOTE—Copies of a dramatic address by Carlos P. Romulo, Philippine ambassador to the United States have reached every Kiwanis Club in the nation. The speech was given at the Kiwanis International Convention at Atlantic City June 23-27. West Side Kiwanis Club President Mel Dodge this week introduced Romulo's words to his club. In the belief that the Romulo speech has important food-for-thought for every dedicated American, this newspaper is reprinting it in its entirety.
Ambassador Romulo's words follow:
"When your President today reminded me of the day when we returned to Leyte to reconquer the Philippines from the Japanese, I also recall that day because the American newspaper correspondents with us wired back to their respective newspaper offices here that General MacArthur with General Romulo behind him waded in water waist-deep when they landed at Leyte and one of the newspaper editors in New York who knows me, when he read the dispatch said, 'Let's wire our correspondent, because if General MacArthur waded in water waist deep, Romulo must have drowned.'"
"My friends, I thank you for the privilege you have given me today to share my thoughts with you.
"These are crucial times. I do not believe in this temporary shift in Soviet Russian foreign policy. I always recall the conference in 1956 when everybody seemed to be smiling, we thought everything had changed and that we would have peace. Yet suddenly Soviet Russia emerged as a middle eastern power, which she never was before, thus covering up with smiles what the Russians were doing in the middle east in the meanwhile.
"And so I have come to you today to tell you certain truths that need telling: because, while it may be true that truth makes man free, the fact remains that when you are pitted against a foe such as Soviet Russia, it is good to reemphasize this truth.
"I am going to tell you a certain truth that will not be pleasant, a certain truth that may be unpalatable. I feel that you must be warned that when Soviet Russia in Hungary did what it did, and the United Nations special inquiry report written by five impartial nations unanimously tells the world that Soviet Russia was guilty of murder, brutality, and terrorism in Hungary, and that the Kadar government is a Soviet imposed government and it was Russia who suppressed the freedom of Hungary. I think it is my duty to come to you and to link this Soviet action with another event which happened on the other side of the world in my own country; namely the action of the Philippine Congress over a week ago in passing a law outlawing the Communist Party in the Philippines, making it punishable with death for anybody to be adjudged a leader of the Communist Party there. These two events, the one in Hungary, and the other in the Philippines are inter-related because they show that while in Hungary there was overaggression and in the Philippines there was overaggression, we defeated it and yet we believe that the Communist Party should be outlawed, because what Communism fails to do by force it will try to do by peaceful, insidious means. President Garcia said that the Communists may for the sake of expediency foreswear violence, but they will continue to destroy and subvert and overthrow the government, and the laws which protect us. And so it is important and essential for the security of the country to outlaw the Communist Party. That is what we have done!
"These are two danger signals, one in Hungary and the other in the Philippines, which serve notice to the people that you can never appease Communism, that Communism can be appeased by the free world only at the risk of its own destruction.
"Now, my friends, I want to take you back to the days immediately after the second World War when America was demobilizing her troops, in the opinion of some, too fast. While America demobilized her troops, Russia refused to demobilize one single Russian soldier: and so, it came to pass, that before you knew it Latvia, Lithuania, Bulgaria, Rumania, Czechoslovakia, and Poland, one after another, fell under the sinister shadow of the hammer and sickle. Millions of once free men were turned into robots of the Kremlin. The iron curtain was rung down, and the cold war started. That is how it came about.
"My friends, those of us who have studied Marxism, those who have studied Leninism, those of us whose business it is to follow closely the trend of International affairs, know despite the temporary shifts of Soviet Russian policy, despite the zigs and the zags of the Kremlin, Communism's objective is world conquest. When Soviet Russia saw, immediately after the second World War, that the only nation which could prevent her from achieving her objective of world conquest was weakening herself by demobilizing her troops, she took advantage of that phenomenon; she saw her chance, and so you know what happened! All the Satellite countries were practically annexed by Soviet Russia. But there was one country in Europe which, of all countries, Soviet Russia in 1947 really wanted. That was Greece: because Soviet Russia, being a land-locked country, had always coveted an outlet into the Mediterranean. After the second World War she knew she could get that outlet through Greece alone and, following the Communist pattern, Soviet Russia infiltrated into Greece the so-called guerrilla from Czechoslovakia and Poland and other Satellites with the specific instructions from Moscow to subvert the government, to make of Greece, another puppet state and thus win an outlet into the Mediterranean. She wanted that outlet into the Mediterranean in 1947 in order to be able to cut the western world's lifeline in two and ultimately deny to you use of the Suez Canal. That story is now on the front pages of your newspapers. As far back as 1947, Soviet Russia wanted to get the Suez Canal through Greece. But Washington saw what Soviet Russia wanted to do in 1947, and so you sent to Greece one of your greatest American Generals: General James Van Fleet; and with him a corps of American military experts. Together they helped train the Greek troops: together they helped direct Greek strategy. Then American economic
