The correspondent of the Houston Telegraph gives the following under date of March 29th. He says:

Yesterday was a scene of great excitement in Austin. Gov. Houston made one of his characteristic speeches. He was dressed for the occasion—stove pipe hat, black pants, with side stripes, white vest, black coat, a splendid kerchief, surplied through the entire speech: four rings on each finger, &c., &c. The speech was so garulous no report is needed. For full report in long hand call on the old women of Houston.

Jack Hamilton next spoke. His speech was such an one as Burlingame would make in Boston. He was interrupted in his speech by some one, advising him to stump the State. He asked: can I get the protection of your Vigilance Committee? "Yes," (replied his interrupter) such protection as you gave Lincoln at the inaugural ball, as manager.

Mr. Milton introduced a resolution upon the convening of the Convention on yesterday, to change the seat of government, and submit the proposition to the people. It was referred to the Committee on Constitution.

It will certainly pass. When it comes to pass, that the representatives of the people cannot convene at the seat of government without subjecting themselves to the taunts and insults of Black Republican dogs barking at every corner at them, it is high time to take the matter into "serious consideration."

The Legislature, to-day, appropriated $30,000 to pay the Convention.

A resolution of Eulogy upon J. C. Wilson was introduced into the Senate to-day. Passed unanimously. Mr. Quitman made an eloquent speech upon the occasion.

Jack H. will be elected to the Senate from the Salem (Witch District) District of Texas, by 800 majority.
