Later from France—The advices of yesterday, announcing the completion of the new French Ministry, at the head of which was Soult, were uncertain. So far from the Ministry being organized, there seems to have been a farther breaking up. The Times contains Paris letters of October 3d, which mention further changes in the cabinet as having been resolved upon, though they had not been officially announced.

It is declared to be certain that General Sebastiani's resignation has been tendered and received, and those of the other two retiring members of the cabinet to be delivered on the 3d—the day on which the letter was written.

Baron Louis has retired, and his absence from the Ministry, it is said, will be no more regretted than that of Sebastiani. With regard to the resignation of M. Girod de l'Ain, little was said or felt in Paris upon the subject.
