It Is Feared That a Separation From the
Dominion May Be Attempted.

Quebec.—The Dominion govern-
ment is investigating reports that
its western provinces may try to
break away from the Canadian con-
federation. There is said to be
much unrest in the northwest,
where the population is largely
from the United States. The coun-
try was settled by men from Min-
nesota, Wisconsin and other states.
The extension on the James J. Hill
railroads offer an opportunity to
break away, as that outlet gives
the people a chance to trade direct-
ly with the United States.
When the Hill chain of roads is
finished the whole Canadian west,
from Vancouver to Winnipeg, will
cease to use the Canadian Pacific
or the Grand Trunk Pacific.
Duluth will become the chief lake
port in place of Fort William of
Manitoba for wheat for New York
and Boston, the chief Atlantic
ports, instead of Montreal. Quebec
and St. John. The effect in bus-
iness in the older Canadian prov-
inces is bound to have serious
results. Matters are not mended
by the well grounded suspicion that
the Grand Trunk Pacific is hand in
glove with Mr. Hill.
That members of the Canadian
government take an apprehensive
view of the situation as it is rapid-
ly developing is the gist of the in-
formation that has reached Wash-
ington. The eastern provinces of
Canada are becoming aroused to
the danger that the western prov-
inces will bolt out of the con-
federacy should an attempt be made
to force upon the western provinces
governmental policies which are
extremely popular in the east. The
division between the east and west
in Canada is fast growing as irre-
concilable as that between the north
and south in this country in the
late fifties and early sixties.
