ST. LOUIS (NNPA)—A municipal agency probably will have to be established to develop the program proposed for acquiring and distributing surplus food from the Federal Government for the assistance of needy persons, according to City Comptroller John H. Poelker, who was designated by Mayor Raymond R. Tucker last week to organize the program.
Poelker indicated that private social agencies would be asked if their trained personnel could screen the applications from the unemployed, with the city being responsible for the final certification of validity required by the United States Department of Agriculture.
The standards by which an applicant's eligibility is to be measured have not been decided, the Comptroller said.
The Federal Government is prepared to permit the city to use a building at the United States Defense Corporation plant as a center for the storage and distribution of commodities. Poelker stated. The probable cost of the program, and finding funds to finance it, are other problems which must be met. Poelker said.
A bill introduced by Alderman J. Feely and Joseph P. Roddy Friday is designed to authorize the Mayor and Comptroller to contract with federal and state governments for surplus commodities and to establish facilities for orderly distribution of food. It also calls for an appropriation of $25,000 to cover expenses.
