Extract of a letter from a respectable commercial house in London to another in New-York, dated August 20.

It is now said that your commissioners, though experiencing all possible friendship at Paris have not power to agree to such a treaty as they themselves think just and proper.-They may wait for more enlarged authority. In the meanwhile your unarmed vessels are to pass unmolested. Peace on the Continent is considered as settled, but not yet confirmed. We do not expect any share in the treaty.
