"In Congress we are still debating the amendment proposed by Mr. N. to the foreign intercourse bill, a thing of no great consequence in itself; but the party in opposition have brought forward, in the discussion of it, all the principle of bad and good governments--have railed at our administration, and determine if possible, to limit the power of the President, as to foreign intercourse. Otis gave us on Friday a very excellent speech well guarded. and although eloquent, not excessive in ornament. It is approved by all parties. Harper, on the same day, gave one of the most nervous and bold address that I ever heard. It was too justly severe to be thoroughly relished by one party.

The committee upon the President's Message respecting the late communications from our Commissioners at Paris, have reported in favor of arming merchant's ships, and equipping the frigates with all possible dispatch."
