FROM THE WRONG ANGLE
Some states have placed a tax on electric power, that is, on the number of kilowatt hours of power produced; and other states are considering this source of revenue. It is said that a bill to this effect will come before the Wisconsin legislature, fathered by a "stalwart."
South Carolina, Idaho and Vermont have imposed a one-half mill tax on all power generated. Alabama has a tax of four-tenths of a mill on hydro-electric power, and is considering a change to a half mill on all power, hydro or otherwise. Florida is considering a bill to impose a one-half cent tax on all power. It is said that some other states are discussing the question.
This is the wrong angle of approach. It would be better for these states to commit themselves to the principle of the state income tax and get the same revenue in a simpler and more economical way.
