Newspapers received from France contain the details of the whole of Dumourier's plot and treachery (they shall be successively communicated.) By these it will appear, that that infamous man had conceived the project of destroying the independence of his country from the moment he was placed at the head of affairs, by men as despicable as himself. T-, whose presence is now tolerated in a free country where he is even received by persons, who appear to have forgotten all they owe to themselves: T-, whom the French court had employed in attempts to bribe those whom they wished to bring over to their interest, presented Dumourier to the king, as capable of directing him, and the choice shows, that he well knew how to select a villain.

Dumourier, of an intriguing and ambitious disposition, scarcely raised to the station to which he aspired, forgot his benefactors. He believed, that he could become all powerful, by wearing for a time the mask of patriotism; having succeeded in his first attempt, he determined to complete alone his ambitious plans; but he was soon brought low again by those whom he had forgot while fortune smiled.

Become more circumspect by this first fall, he felt the necessity of renewing his connection with intriguers, whose power he sensibly felt when he was no longer their accomplice. At the same time he resolved to take vengeance on the king, by whom be thought himself injured; with this view, instead of corresponding with him directly as the constitution required of commanders, he addressed his dispatches to the national assembly, and thus gave a clue to the treasons of the court, to which he was desirous, by making himself feared, to become necessary: But the people pushed matters further than they wished—

Dumourier T-, Ste Foi, &c. seeing the king undone endeavoured, some to collect the wreck of their dishonourable fortunes, others the means of attaining possession of the supreme power, and all finding the king no longer useful to their designs, abandoned him. T. went to England. he was empowered to offer Dumourier's services to the king; St Foi remained on the frontier to serve as an intermediate agent. The plot attempted by Dumourier was laid by T-, by him presented to lord Hawkesbury, and adopted by the council of George the III. Persuaded of its infallibility this noted conspirator has come to America to continue his infernal manoeuvres, and covered with gold and crimes, a corrupter by trade, he comes to poison this growing empire, endeavour to introduce in it all the vices of courts, and to draw it into the league of despots combined against France.
