Chief of Staff of American Army On a Trip of Inspection Of Army Posts.
Major General Franklin Bell, chief of staff of the United States army, is due to arrive in this city today, on a trip of inspection of the army posts throughout the country. He was at Fort Duchesne Sunday, with Fort Douglas next on his list. General Bell graduated from West Point in 1878, the same year that Secretary Taft graduated from Yale, and served through his captaincy in the Ninth and Seventh cavalry regiments. He was jumped over the intervening grades as a regular to a brigadier generalship in 1901, and later was made a major general. His record as colonel of volunteers during the war in the Philippines was the means of his rapid promotion.
General Bell sent word that he would come unannounced, and only the actually necessary formalities will attend his arrival and reception at Fort Douglas. He comes here on the same errand as did General Chaffee several years ago, to learn by actual observation of the needs of the post, and prominent men are talking of an interview with him, to present their views as to the much talked of enlargement of Fort Douglas to a brigade post.
