It appears also that a number of votes were cast in Connecticut for Mrs. Hanaford for Governor. That lady being ineligible to office under the Constitution of the State, the question arises whether those ballots should be counted as part of the whole number of which the successful candidate must have a majority. The question whether either of the candidates has been elected by the people will probably hinge upon the exclusion of these votes and the determination of what ballots may be classed as "scattering."
