Meeting of the Legislature of South Carolina.—This body commenced its annual session on Monday last. Governor Allston sent in his message the following day. It is a plain conservative and well written document, and calculated to quiet the tone of Southern sectional politics, though strongly defensive of Southern institutions. The Governor refers in terms of congratulation to the progress of the railroads and other internal improvements of the State, and recommends the investment of Southern capital more in Southern improvements and less in Northern securities; refers in terms of disapproval to certain incendiary resolutions against slavery by the Free State Legislatures, declaring such resolutions undeserving of a response, and exhorting the States to cultivate moral virtues, industrious domestic habits, and to scrupulously observe all the Federal obligations. He alludes to the recent slave rescues as presenting in strong relief the devotion to law and order of the people of South Carolina, but expresses regret at their occurrence as productive of unwonted excitement; questions the propriety of interfering in this violent manner with the commerce of the inhabitants of Cuba, and expresses the belief that while the navy of the United States may, under the Constitution, be charged with preventing a slave trade between the coast of Africa and our own shores, it is better policy to let foreign nations regulate their own affairs and enforce their own police.
