PERU.

Slaves.—It appears that all the slaves who have not actually been enrolled in the army, are required to submit to their masters. Many of them having been left at liberty during the revolution, in consequence of the disturbed state of the country, had become idlers and vagabonds; and Bolivar, has published a decree ordering that all who belonged to the army shall be furnished with certificates, and those who have none shall return to their masters. The masters are also instructed to treat them with humanity. This unhappy state of things, we believe, has existed ever since the entrance of San Martin into Lima, who liberated the slaves on condition that they would become soldiers for independence, without making any efficient arrangements for attaching them to the country for which they were to fight. The Liberator would have conferred an inestimable blessing on posterity, if he could have devised means for putting a termination to slavery in Peru.
