Rear Admiral Soon to Relinquish Duties in Bureau of Yards and Docks.

Washington, March 5.-Rear Admiral Matthews will relinquish his duties as chief of the bureau of yards and docks on the 15th inst. He will retire in the autumn, and probably will be assigned to duty on the examining or retiring board, until that time. Capt. Sigsbee and Capt. Dickins, the latter being assistant chief of the bureau of naval affairs, are talked of for the succession to Admiral Matthews' place in the bureau of yards and docks.
