His Election Annulled and he Found Guilty of Conspiracy.

Paris, Aug. 13. - A decree has been issued by the Council of State annulling Boulanger's election to the Council-General on the ground that he is legally ineligible. The elections were dismissed in twelve cantons. General Boulanger has written that he gave the money he is accused of embezzling to chief clerks in the War Office to be used for the relief of widows and orphans of soldiers. The Senate Court found Boulanger guilty of conspiracy.
