COUNCIL OF FIVE HUNDRED.
Sitting of July 19.
Pastoret complained to the council of an article which had been published in the Redacteur, respecting the legislative bodies. The article is as follows: A sort of anarchy in the deliberations which ought to be the most solemn; unreasonable motions of order, the most shameful prejudices and superstitions defended and caressed from the tribune, when reason ought to have wielded against the arms of persuasion; a lawless insubordination excused and encouraged, who would believe it? by the organs even of those laws; and the declaration of a refusal to obey them, recognized as a motive for yielding to rebellion; the faithful priests delivered over to derision and to vengeance, while the refractory are unpunished and protected by the formal acts of the legislature; the emigrants returning with the banished, are preparing to arm the sectaries in favor of the foreign enemy who supported them in their exile; the finances occupying less attention than bells; a report replete with errors, which seemed to have exaggerated the disposable resources for the purpose of eluding the establishment of new resources, &c.
"Who will be surprised that we conceive unfavorable omens? Ah! though volumes have been written in recounting the tragical history of the calamities of the revolution, it will be no less terrible a task to trace in perspective those which they are preparing for us. Tacitus used to say, when speaking of the senators in the time of Tiberius, 'tempora illa adeo infecta, ut omnes senatores quicunque certatim exurgerent fœdaque et nimia conferent.' These times were so infected with corruption, that all the senators were seized with a desire of delivering opinions as ridiculous as they were vile. Thus, adds the historian, Tiberius used to cry every time that he went out of the senate, O homines ad servitutem paratos? Let us take care that the times of Tiberius do not return."
"I shall make no remarks upon the foregoing," said Pastoret, "but move that a message be sent to the directory to require of it an account of the measures which have been taken to prosecute the author of this article." Decreed.
Sitting of July 22.
On the motion of Gilbert Demolieres, a project of a resolution respecting finance was adopted.
The executive directory wrote that it was ignorant who marked out the march of the troops, and that they hitherto trusted citizen Leage, commissary of war, of Charleville, to inform the municipal officers of La Ferte, of the arrival of these troops. It invited the council to cause the circle or distance to be traced, that no error may take place for the future. It adds that some reckon La Ferte 11, others 12, and others 1 leagues from Paris.
This message was referred to the commission, and likewise the other, which was not read, respecting the state of the troops in Paris, and which have passed within the limits since the 1st Messidor.
The discussion upon political associations was resumed.
