The Publisher of The Atlanta Daily World received an official invitation Wednesday to the White House Conference on Children and Youth.
C. A. Scott, editor and publisher of the paper, was named one of the eighteen Negro delegates to compose Georgia's quota at the December conference which reviews the status of the nation's children in regards to health, education, and welfare during the last ten years, and plans for improvement of their conditions in the next ten years.
Oscar Ewing, Social Security Administrator, who heads the conference, forced a compromise on the Georgia delegation after Governor Herman Talmadge refused to name any Negroes to represent the state.
Talmadge had appointed 36 white

to leave Georgia unrepresented altogether unless some Negroes could
represent the third of the state's
population that is colored. Later he
agreed to increase Georgia's quota
to 54 members so as to include 18
Negroes, and cut the delegates vote
strength to 3-4ths of a vote each to
total 36 whole votes.
