Privateering
The New Orleans Delta says: "that arrangements have been made by some American merchants at Havana, to take out Mexican letters of marque in order to prey upon American commerce.
The Consul at Havana has transmitted the names of at least two to our government.
It is certain, however, that whoever is found on board any of these letters of marque, not a genuine Mexican citizen, will be suspended as pirates at the yard arms of our national vessels—and those engaged in fitting them out be hung as traitors."
