Belgrade
Western and Yugoslav diplomats are reporting a wave of "we told you so" criticism among the Communist parties of Eastern Europe of Nikita S. Khrushchev's personal participation in the United Nations General Assembly and the likely impact of his performance there not only on Soviet prestige but on that of the Communist world as a whole without compensating gains for Communist policy against the West.
This concern is being openly and bluntly expressed among Communists and the question is being asked, according to reliable information here, whether the Soviet Premier's journey to New York with six Eastern European leaders in attendance was either wise or necessary.
Even more forcefully is it being said that, in any event, the outcome was damaging for Communist standing everywhere, especially among the uncommitted nations of Africa and Asia.
It is said that some of Eastern European leaders were reluctant passengers anyway but that Mr. Khrushchev insisted on them going along. Now they have arrived home to find considerable misgivings and criticism over the net negative results of the journey.
There was evidence following collapse of the summit conference last May that skeptical satellite Communist leaders were further disturbed by Mr. Khrushchev's extremism in Paris. They felt it aggravated the uselessness, in their view, of insistence on negotiation. They tried to excuse or justify him, but in almost all Eastern European capitals during the summer one could find quite senior-placed officials who would agree that he had made matters worse by the extreme violence of his attitude toward the Western powers.
