William B. Rochester, of New-York, who was supported by the friends of the administration for Governor of that State in opposition to Governor Clinton, has been appointed Charge des Affaires to Guatemala. This gentleman, who is a connexion of Mr. Clay's, is really doing a handsome business, and is fed from the public crib as if there were no limit to the crop. He is now Secretary to the defunct Panama Mission, at a salary of $2,000 per annum, which commenced in March last, although in November following he was the coalition candidate for chief magistrate of New-York: but failing of success, like the Panama minister in Philadelphia, they set sail for Mexico. Rochester's outfit as Secretary to Tucubaya is $2,000; salary for one year while electioneering in New-York, 2,000; present year's salary 2,000; allowance for returning 1,000; salary as Charge des Affaires to Guatemala 4,500; outfit 4,500; allowance for returning 2,250—making altogether the sum of EIGHTEEN THOUSAND TWO HUNDRED AND FIFTY DOLLARS, bestowed on a favorite out of the public treasury; the whole of which may be received without requiring his absence more than twelve or eighteen months from the country. So much for being a connexion of the Secretary of State.
