Congressman Piper of San Francisco has introduced a bill to transfer the Indian Bureau to the War Department and one to build a postoffice on Union square in his city. Piper has not opened auspiciously: to transfer the Indian Bureau as proposed would be a calamity to the Army and Indians, and to spoil the prettiest square in San Francisco would be unwise. Let him be the first to move to buy the elephant known as the Palace Hotel for the Post Office and other government offices. It is in a far better place than Union square, and would accommodate all federal officers in the city, and the rent of present military division headquarters alone is about $20,000 annually. This investment would be good for government and people.
