State Board Fails to Declare Result Officials are Absent.
Columbia, Sept. 25--The result of the prohibition election, held September 14, will not be declared by the State board of canvassers until October 5. Practically all of the returns have been filed by the county boards of canvassers with the secretary of state, the chairman of the State board.
On September 15, R. M. McCown, secretary of state and chairman of the State board of canvassers, issued a call for the board to meet yesterday morning in his office at the State house at 10 o'clock.
Chairman McCown was the only member of the board present at the time set for the meeting. Under the act governing the board, Mr. McCown called A. J. Bethea, lieutenant governor, to his assistance, thus making a quorum.
The secretary of state was instructed to tabulate the returns and a full meeting of the board was called for October 5.
The members of the board of canvassers are the secretary of state, attorney general, comptroller general, State treasurer and the chairman of the committee on privileges and elections of the house.
Just before the meeting was adjourned W. W. Moore, adjutant general, came into the room. He had been attending the rifle shoot in Lexington county. State Treasurer Carter, Comptroller General Sawyer and Attorney General Peeples, were out of the city.
Under the terms of the prohibition act no whiskey can be bought by the county dispensary boards after the result of the election has been declared by the State board of canvassers. Orders can now be placed by the boards up to October 5.
Extra orders were recently placed in Charleston and Richland.
The section bearing on the winding up of the dispensaries in the prohibition act is as follows:
"Should the majority of the ballots so cast be against the manufacture and sale of alcoholic liquors and beverages in South Carolina, then the manufacture and sale of alcoholic liquors and beverages in this State shall be unlawful, except as hereinafter provided, and the authorities in every county in this state, now or hereafter vested with the control of dispensaries, where dispensaries for the sale of alcoholic liquors are now operating under existing laws, shall proceed to wind up the affairs of such dispensaries and shall close the same on or before the 31st day of December, 1915; and no liquor shall be bought or contracted for or received by any county dispensary board after the result of said election is declared by the State board of canvassers."--The State.
