"An object, which affects us very nearly, is the rupture of the negociations with Algiers. It was believed peace was on the point of being concluded with the Barbarian regency: At present it is no more thought of. Their corsairs have taken one of our ships, at the moment when we were ready to give passports to the Algerine vessels. It appears, that according to the interpretation which they would give to the treaty on the point of being concluded, peace was to be observed on the open sea; but mutual liberty was to be given to destroy the ships of both parties on their respective coasts. A condition so absurd could not be acceptable,--Some persons attribute it to the intrigues of a certain power, which has successfully thwarted our negotiation."
