By the brig Exchange from Lisbon we have received intelligence from that city to May 21, but no news from France or England later than has reached us before.

Capt. -- informs, that about a fortnight before he sailed, about 50 transports from England arrived at Lisbon, for the purpose of transporting the Portuguese army under Lord Beresford to the Netherlands. We have received Lisbon papers to May 20, which repeatedly mention the efforts which are making for improving the state of the army, but do not speak of their expected embarkation. Lord Beresford was at Lisbon. The papers contain very little news.
