By the Dumfries, arrived at Baltimore in 43 days from Rio de Janeiro, intelligence has been received from that capital to the 2d of Sept. The important fact of the separation of the provinces from that of Buenos Ayres is announced by this arrival. The following extracts of letters are from the Baltimore American and Morning Chronicle:
"RIO DE JANEIRO, 22d Sept.--We have no news here, things in Buenos Ayres have run into much disorder. The Provinces have separated from that of Buenos Ayres, but are determined to agree among themselves, and to carry on the war for the independence of the Banda Oriental. The former confederation is dissolved, and Buenos Ayres is now under a separate government. These people (the Brazilians) count more upon dissensions among their enemies, than on their own abilities to coerce them."
"BUENOS AYRES, Aug 23.--Another change of government has taken place since we last wrote to you--the National Government has ceased to exist, and Buenos Ayres again reduced to a province only, with its Governor and Provincial Junta, exactly on the same footing as in 1824. This is no more than might have been expected, from the obstinacy of the other Provinces, and even now we think it almost impossible for them to unite with this, in order to prosecute the war with vigor, and Buenos Ayres cannot continue it much longer alone; for this reason we are not without hopes that we shall have a peace ere long, although it is a lamentable thing, that a country like this, that has been uniformly victorious in its career since the commencement of the war, should at last be obliged to accede to a peace purchased at the expense of civil discord, and perhaps a sacrifice of what may be considered its legal claims, the territory in dispute. There are some rumors about, that we may shortly expect troops from the other provinces to join those of this province at the forthcoming campaign, but we fear this wants confirmation. Gen. Alvear has been recalled from the army; and Gen. Lavalleja appointed to the chief command, from which circumstance, should war be continued, it is expected that the Orientalists will exert themselves to plunder, as it is said they did in the last campaign. It is expected by many, and they have reason to believe that the negotiations for a peace are still going on, since the present men in power are all friends of Don Manuel Garcia. Our exchange keeps getting lower by every packet, it is now 1 ld. only, and if war continues much longer, we may soon expect it down to 6d. Our trade is in a very miserable state, and nothing of any account is doing. Hides are worth 8 to 14 the Pesada. The operations of our squadron are completely suspended for the present, that of the enemy continues in sight of this port, occasionally hoisting their sails when a vessel appears coming up, but all their efforts do not prevent the entrance of prizes taken by privateers; or other vessels with cargoes sent in here on speculation. Several vessels with valuable cargoes have recently arrived in the face of them, although chased in by schooners of war."
