France.—By an ordinance of the King, Count Portalis who had held the office ad interim, is permanently placed at the head of the department of foreign affairs. M. Bourdeau, Under Secretary in the Department of Justice is made keeper of the Seals. The administration was compelled, by the refusal of the Duke of Laval Montmorency to join it, to look within itself for a substitute, rather than make concessions to either party in the Chamber.

In a conversation on the expenses of the year, the Minister of Finance stated that the expedition to the Morea had occasioned only an extraordinary charge of 20,000,000 of francs or about £800,000 sterling.
