The Czar in Vienna.

VIENNA, Aug. 28.-The czar and czarina arrived here yesterday. They were received by Emperor Francis Joseph and the Empress Elizabeth and all the archdukes and archduchesses. Both sides of the streets leading from the railroad station to the Hofburg were lined with troops and their majesties were cheered on their way to the palace. On the outer gate of the Hofburg the Russian imperial standard was hoisted beside that of the emperor of Austria and at the Hofburg the czar and czarina were met by the highest court dignitaries, the ministers and the highest civil officials.
