From Lisbon, Nov. 13.—Captain Lane, from Lisbon, arrived at Boston, states, that the importation of grain in foreign vessels had been permitted up to the 20th of October, when it was prohibited. After that date, and previous to the 18th ult. 73 vessels had arrived with grain, and were all waiting in hopes of obtaining leave to land and sell their cargoes; but such a quantity might be expected to affect the market injuriously, unless the certainty of a subsequent exclusion prevented. Some hopes were entertained that Gen. Dearborn's embassy would have placed our grain trade with Portugal on the best permanent basis.

Captain Lane heard reports that an expedition was to be sent to Brazil, but saw no preparation for it. There were 10 vessels of war in port.
