MR. FENNO,

I Know not another city in the world in which such a nuisance would be suffered, as that which puts almost in a torture every person who passes the square between 12th and 13th streets, on Market Street. It has nearly stifled the hosts of passengers for 5 days past-they put their handkerchiefs to their faces, and ride or run as fast as possible to get beyond the extent of the horrid stench, issuing from large parcels of the most offensive and PUTRID MASSES scattered over 60 or 80 square rods of ground ; and if there be a wind from east or west, it reaches cape it, until he heaves with a death like sickness. Is it within the jurisdiction of the city police ? If so, the Corporation are guilty of a most unparalleled negligence- it is sufficient to breed a YELLOW FEVER, and were the authors, or toleraters of the offence only to fall by its fatal miasmata, I do not know who ought to regret the event.
