The present State of EUROPE,

ENGLAND

single power. A contest that never originated from Government; -never was created by Ministerial misconduct, or unconstitutional ambition in the Crown. A contest brought upon the people by the people.

By the rebellious and licentious spirit of the people, in defiance of all the wisdom of parliament, and all the measures of the Cabinet to prevent it.--FRANCE opposing, with a view to aggrandize her own strength, and humbling an enemy long accustomed to be victorious, -SPAIN opposing, with the hope of receiving Jamaica and Gibraltar.---AMERICA contending for a total independence,--and HOLLAND intent upon revenge.--The EMPRESS benefiting by the war, but lukewarm, or something less, in her endeavors to accommodate all differences.--The EMPEROR, profiting immensely by the trade of Ostend, secretly disposed to fan the flame.--The KING of PRUSSIA exulting at the distresses of his old ally.--SWEDEN in the pay of France.--DENMARK indifferent.--And all the lesser powers of Europe waiting to see the British flag diminished to its former greatness, and reduced to a level with their own.

There are at this time a number of paragraph writers in the different prints endeavoring to throw down the funds, with a view to come in at the lowest possible terms, on a prospect of peace.--These conjurors are therefore daily fabricating falsehoods to alarm and deceive the public on the political situation of affairs. One takes Charleston by storm, by surprise, by siege, by Frenchmen, by Americans, by Spaniards.--Another carries Washington with 20,000 to New York, and that fortress capitulates to the enemy.

A third loads troops at Jamaica, multiplies the French and Spanish fleets there, and leaves us not a foot of land in the West Indies.--Bravo! Gentlemen, bravo --go on-- 'tis a noble, a fertile, an extensive field for the exercise of a political genius; and there is no doubt, but as long as the credulity of the world takes the lead of men's understanding, these artifices will do you service.
