Extract of a letter from New York to the Editor, dated July 9, 1809.

DEAR SIR,

" The ship Caroline, Smith, in 39 days from Cadiz, and the ship Paragon, Hague, 32 days from Lisbon, have just arrived at this port, bringing official accounts of the Declaration of War on the part of RUSSIA against FRANCE. Also, that marshal Soult, with his army of 13,000 men have surrendered themselves prisoners to the combined English and Portuguese armies. Also, that 3 of the Germanic powers have risen and have taken and killed 50,000 French. In consequence of the papers not being entirely translated I am unable to give you further particulars. But what you have you may depend upon as correct."
