A FOREIGNER PREFERRED TO NATIVES.

Messrs. Editors: I have visited pretty generally the public offices from one end of the city to the other; and it seems that a foreigner of U. S. Bank memory, (an Irishman,) has been engaged, for years back, to make blank books for years to come; and a citizen, who claims to be an American, by birth and education, has no chance whatever, through the Government, to afford any support to his family,—while this Irishman is purchasing the best property in the city, and living like a nabob.

Now, sirs, this person is endeavoring to poison the minds of the clerks and chiefs in the Departments against the work of the natives, by telling them that he is the best workman in the city, (Heaven save the mark!) when he does not absolutely know the terms made use of in the business, and is compelled, I am informed, to rely on a man who is not capable of doing work to justify any employer, who knows his business, in giving him shop room at the trade.

Again: I have been informed, by clerks, that they wished to continue their support to certain persons who had formerly worked for them, and were forbid to do so, on account of the instructions from President Jackson to their superiors: and even this man himself has been known to stalk into rooms, and demand to know of them what "books" were wanted, and what kind they used; and, when he has met with a refusal, has threatened them with the "President," with whom he had "just dined," &c. &c. Now, sirs, this same man of Bank memory, is surfeiting with the fat of the land, whilst your native workmen are driven from the crib to starve.
