The solemnity of proclaiming the Empress of Russia Sovereign of the Countries belonging to the Tartars, and other nations, who have lately cast off their dependence upon the Porte, and placed themselves under the protection of Russia, will be conducted with a degree of magnificence and pomp never before seen in those regions. This display of Russian grandeur is to be at Cheron, the new city which the Empress is building on the banks of the river Borysthenes, a small distance from its entrance into the Black Sea. As Peter the Great built Petersburgh to open to his Northern Provinces the commerce of the Baltic, Catherine is fixing Cheron to give the Southern Provinces the trade of the Black Sea and Mediterranean. To share in the benefits of this commerce, she has invited people from every country; promising security and protection, and a freedom from taxes for three years.
