At an adjourned meeting, held on Thursday, 13th instant—Present: G. A. Myers, President; W. C. Allen, B. Tait, P. Robinson, W. Goddin, James Bosher, J. Kinniard, Jos. Mayo, J. S. Caskie, C. Robinson, J. M. Carrington, L. W. Chamberlayne and D. J. Saunders.
The report from the Committee on Light, recommending the purchase of two lots on the south side of Cary, between 15th and 16th streets, as a site for the Gas Works, having been taken up,
A motion was made by Mr. Bosher, that the report be approved, and that the Chamberlayne be authorized to issue, accordingly, certificates of debt, for an amount not exceeding $8,500, whenever deeds for the property shall be approved by the Attorney for the city.
And the motion was agreed to.
The ayes and noes having been called on the question (and Mr. Tait having been excused from voting) they were—
AYES—Messrs. Allen, Bosher, Caskie, Chamberlayne, Goddin, Kinniard, Mayo, Myers, P. Robinson, C. Robinson and Saunders—11.
NOES—Mr. Carrington.
An application was submitted, in behalf of the ladies of the Monumental Church, for the use of La Fayette Hall, for a few days next week, to hold a Fair for the benefit of their Church.
And, on motion of Mr. Tait, permission was granted,
The ayes and noes having been ordered on the question, the vote was as follows:
AYES—Messrs. Allen, Carrington, Caskie, Chamberlayne, Goddin, Kinniard, Mayo, Myers, P. Robinson, C. Robinson, Saunders and Tait—12.
NOES—Mr. Bosher.
Leave of absence was granted to Mr. Mayo.
The report of the Commissioners of Streets generally, on the petition of W. H. Goodwyn and Susan Thomas, respecting the introduction of the Louisa Railroad into Union street, having been taken up,
On motion of Mr. Bosher, the report was recommitted to the same Commissioners.
The memorial of Jones Slater on the same subject, on motion of Mr. Saunders, was referred to said Commissioners.
Mr. Allen presented the following report from the Commissioners of Streets for Monroe Ward.
The petition of Alfred T. Harris, for permission to lay down lead pipes, or a small culvert in Franklin street, from 5th to 6th street, to carry off pure water from his cellar, at the corner of 5th and Franklin streets, having been considered, and the premises and location examined, the Commissioners recommend the following resolution to the Council:
Resolved, That Alfred T. Harris have permission, under the supervision of the City Surveyor, to lay down a small culvert from his tenement at the corner of 5th and Franklin streets, down Franklin street to the alley which divides the half acre lots between 5th and 6th streets and thence, by lead or iron pipes, to a point on 6th street, opposite the front line of the house of Wm. Mitchell Jr., at the corner of 6th and Franklin streets, the said Harris being required to restore the streets and pavements to their present good and solid condition, and the culvert and pipes to remain during the pleasure of the Council.
The question on approving the report, and adopting the resolution of the Commissioners, was decided in the negative.
A memorial was presented from Talbot & Brothers, complaining of the injustice done them by the Watering Committee, in the award of a contract to Joseph R. Anderson, for the erection of the new pumps and water wheels; stating the circumstances under which they offered proposals, and alleging their bid for the work to have been under that of Mr. Anderson.
The memorial having been read—
On motion of Mr. C. Robinson, it was referred to the Watering Committee, to report the facts to the Council.
Petitions were presented from James Warden and Michael O'Neil, for the remission of fines, and, on motion of Mr. Carrington, they were referred to a select committee:—Messrs. Carrington, Goddin and Saunders.
On motion of Mr. Goddin,
Resolved, That the Commissioners of Streets for Monroe Ward be instructed to enquire into the expediency of grading and guttering 2d street from Byrd to Arch street, and make report of the cost thereof to the Council.
The Council then adjourned.
