In looking over the bulletin of laws, we have remarked during the last three years the prodigious number of foreigners of all nations, who have demanded and obtained letters of naturalization. Spaniards, Italians, Swiss, Belgians, Germans, Poles--all those who have come to reside among us desire to make this their country. We see Greeks, Syrians and men born in Asia, and others in Africa, amongst those who wish to become French citizens. If our beautiful France has such powerful attractions for foreigners, how dear ought she to be to her children! But, it is not solely the goodness of our soil and climate, it is not the politeness of our manners, the superiority of our arts, or the variety of our pleasures, which attracts and retains those who were born under different skies; these effects are also owing, and principally, to the advantages enjoyed under a free government, and under the empire of laws which afford man sufficient protection, and maintain that dignity which is no less necessary for his happiness.
