SALEM, July 3.

By Mr. Hirkson W. Field, who came passenger in the schooner Thomas, from Nyburg, we have been politely favored with French and German papers to the middle of May. From which we have taken a few articles, as follows:

TRANSLATIONS.

The King of Prussia issued an order on the 9th of May, for the delivery of his capital city of Berlin into the hands of the French general Drouet. His majesty with a small body guard, resides at Potsdam.

The emperor of Austria, and other distinguished persons, were expected in Dresden in the month of April.

A letter of the 5th of April from Vienna, speaks of the emperor's intended departure from his capital.

It was thought the empress would accompany Napoleon to Prague and Dresden.

The queen of Naples is at St. Cloud.

Jerome Bonaparte had gone to Kalisch.

The 19th March was celebrated at Madrid as the birth-day of Joseph Bonaparte.

At Constantinople, (Feb. 25,) in consequence of unfavourable dispatches from Bucharest, every thing was activity, nerve and preparation for renewed hostilities with Russia.

The Turkish plenipotentiaries had been recalled from the congress at Bucharest.

Accounts from Turkey state the active force of the Turks, this year, to be superior to that of either of the two preceding years.

A formal capitulation of Berne to Talleyrand was made the 28th of March.--After the capitulation, the number of Swiss troops in the pay of France was to be 12,000.

Six Polish regiments, (part of the "Army of Arragon,"), which had been several years in Spain, passed northerly through Pau the latter part of March.

Other troops, it is said, are going to Spain.

On the 4th of April, the four magnificent regiments of fusileers, of the imperial guards, returned to their friends in Paris, much to their joy and surprize.

Sixty new battalions are to reinforce the French army in Spain.

Large magazines were establishing between the Elbe and the Vistula.

Baron SchenK, envoy from the king of Wirtemberg to the court of St. Petersburg, has been recalled.

Paris, April 10.

Nearly 500,000 troops marching towards the Vistula and Oder; 150,000 composing an army of reserve for the protection of the coasts of France, Italy, &c. nearly 300,000 in the Peninsula; 50 battalions on their march to replace the few regiments drawn out of Spain, exclusive of 6,000 cavalry destined to the same; and all this without effort, extraordinary means or agitation. At the same time considerable fleets are equipping. Public works of the most extensive and splendid kind are going on with great activity in Paris, and in the ports, fortifications and interior departments of France. It is contemplated also to open a grand road across the Pyrenees into the heart of Spain.

On the 5th April the Meuse and Ourthe suddenly inundated the neighbouring banks. Some persons lost their lives.

A letter written in Paris, speaking of the public institutions and private contributions to alleviate the calamities attending the present scarcity of provisions in France, says, "Queen Hortensia has just established a soup-house, a la Rumford, for the use of the village St. Leu in the valley of Montmorency."
