We learn from Philadelphia, that the Commissioners for settling the accounts between the United States, and the individual States, finally finished this important business on Saturday, the 29th ult. and that a sufficient balance has been found due, from the United States to the State of Rhode-Island to discharge the whole of the securities, now put in the hands of individuals, against this State, for personal service done, or for supplies furnished in support of the late War; and also to discharge the balances due for the depreciation of their wages, to the officers and soldiers, of the regiments heretofore commanded by Colonels Gray, Topham and Elliot.
