We have an account, via Malaga, of 20 citizens of America who are held in slavery at Algiers. From what quarter are these unhappy men to expect relief, since the scanty resource of voluntary contributions has proved ineffectual, and the aid of the federal government must be slow and uncertain? In a business of such humanity there is a kind of obligation upon the States collectively and individually, and it is strange that while enormous sums are appropriated to objects of ornament and convenience in this and the other cities of the continent, not a thought has been bestowed upon the relief of our captive brethren by those who can thus command the public purse.
