WEDNESDAY, MAY 28.
Extract of a letter from an American at Cape-Francois, to a gentleman in this town, dated April 14.
"Permit me to give you a sketch of the character which Gen. Toussaint bears here, and what I have collected from my own observations. He is to be considered as a phenomenon, which every century does not produce. He unites at once the happy faculty of making himself beloved, respected and obeyed. He is the idol of his fellow-countrymen, and in him they place all their confidence. His abilities as a general and commander are exceeded but by very few. His stability, good understanding and foresight, may in some measure be calculated by his counteracting the intrigues and evil counsel of the French agents. I think him at present friendly disposed towards America; yet at the same time I do not hesitate to give it as my opinion, that unwearied pains have been taken by the agents of France, and others civilly disposed towards the United States, to prejudice him against the Americans."
