BESEIGING CONGRESS.--The Washington Correspondent of the New York Tribune, says that "many members of Congress are oppressed with letters importuning them to vote for the issue of more Treasury notes.
These letters proceed indiscriminately from men of both political parties, and are addressed to both the Whigs and Locofocos of Congress."
If this be true (but we admit that coming from the source it does, it is not very reliable) it shows that the whig party in Congress are receiving instructions from the people, that their course in refusing supplies to the government is not right or desirable.
