Passes Highway
Speeding Bill

The State Senate passed several general bills Saturday, including one for speeding procedure for highway right-of-way condemnation, and then journeyed to Athens for a preview of the 1961 University of Georgia football team.
The House also met in an unusual Saturday session designed to clear the way for adjournment on Monday but acted only on local bills and resolutions.
The highway measure was a technical bill which road department officials claimed would enable the state to gain possession of land faster so federal highway construction funds would not be delayed. Officials promised the bill would not mean any extra hardship for land owners.

But Sen. Charlie Brown of Atlanta said, "I don't think it is in the interest of all the people of the state." The measure passed 31-0.
The Senate also unanimously passed a House bill which would make it a misdemeanor for a company to represent that its merchandise is for sale at wholesale when actually the firm is charging retail mark ups. The bill authored by Rep. Ralph McClelland of Atlanta, also makes it illegal for a firm to misrepresent its ownership in order to hold a liquidation sale.
The House Rules Committee had passed out a resolution calling for a between-the-sessions study of the administration of Georgia's new automobile title registration law. The law has passed both the House and Senate and was signed by Gov. Ernest Vandiver Friday despite criticism from some quarters that the law sets up a cumbersome administration.
The Rules Committee also had passed for floor action a resolution calling for a committee study of whether Georgia wants to forbid billboard advertising on the state interstate highways. The federal government has offered an inducement of one-half of one per cent, or about $5 million in federal matching funds for states which outlaw billboards on interstate highways.

However, some highway department sources believe that enforcing the billboard ban and all its technical provisions would cost the state more than the inducement money offered by the government.

The Rules Committee postponed action until Monday on a resolution that would set up for a 13-member House Study Committee to find some way to equalize the Georgia 10 congressional districts.

The resolution, introduced by Rep. James Mackay of DeKalb County, states there is a great variance in the populations of the congressional districts.
