Mr. Percival has declared in Parliament, if after the late French official Status Consultum, the United States continue to insist that the Berlin and Milan Decrees are revoked, it must be from a settled determination to use it as a pretext for making a common cause with France against England. In the House of Lords, on this subject, Lord Liverpool said (April 2) it yet remained a matter of much dispute whether any part of the French decrees were repealed; and that a general abrogation of the Orders in Council could only be made in consequence of the total repeal of those decrees but with respect to any partial repeal, it would form a question for the determination of government according to all the circumstances of the case, and it would belowy would regulate their conduct by the proofs offered of such partial repeal.
