Pettibone's bill for the retirement of army officers provides that all general officers and the officers of the different staff corps shall be retired from active service after forty-five years of service in the army, and all officers of the line shall be retired upon reaching the age of 64. It also provides that general and staff officers who have not served forty-five years and line officers who have not reached the age of 64, who are unable to properly perform their duties, shall be reported by the general of the army to the president, who will convene a board of officers and report the facts, with recommendations, and should the board report the disability the result of services in the line of duty, the officer be placed on the retired list, if otherwise to retirement on one year's pay.
