PORTLAND, August 19.
From a Correspondent,

Since the late rise of public securities, there has scarcely a day passed but we see more or less Swindlers and petty stock-jobbers riding through the country purchasing them. It is said many widows have been prevailed on to sell their state notes at 10 or 12 on the pound, (being informed that was the highest they would fetch) when the same were selling at 17 or 18s. What must be the feelings of the widows and fatherless, when they find themselves thus defrauded of great part of their little, and that, not unlikely, the earnings of their late Husbands, who died in the service of their country, by these pests of society, who ought to be despised and discountenanced by every member of the community.
